為加深歐盟與台灣之間的合作,共同面對全球區域競合下的各種政治與社會方面的挑戰。捷克智庫歐洲價值安全政策中心特別引薦由歐盟經貿辦事處所邀請與贊助的六名歐盟專家拜訪文藻外語大學,與文藻師生進行交流與分享,針對近年來日益猖狂嚴重的假消息與威權惡意宣傳有更深度的探討。
會中,六名專家從各自專業領域與服務範圍,分享假消息如何傷害歐洲輿情、攪動政治與社會安定,同時提到因著烏俄戰爭,假消息傳播的傷害與事實查核的重要在此關鍵時刻的影響力,並帶來實際經驗分享。其中有隨此訪問團到訪的烏克蘭成員特別贈送一份成果手冊,內容為烏俄戰爭中烏克蘭抵抗假消息的經驗,願意作為台灣的借鏡。更贈送文藻歐洲研究所一面烏克蘭國旗,上面有著前線士兵的留言,象徵願與本校師生一起分享烏克蘭的韌性與堅毅,感動現場參與師生。
會中也特別提到中國影響力與資金藉由歐洲校園作為掩護,向歐洲傳達政治宣傳與不實國家形象。文藻師生同樣也針對假消息的傳播,以及新興媒體科技在其中的影響,提出許多問題,例如請教此行擅長媒體識讀教育的專家,除了學生的媒體識讀教育外,如何增進高齡者的媒體素養,或是AI科技的發展對於假消息的形成、傳播和打擊會是助力或阻力等問題,引發雙方熱烈討論。
專家喜見現場師生的提問與分享,耐心聆聽並細細答覆,本次聚會雙方皆收穫良多,更期許未來文藻外語大學與歐盟學者有更多更進一步的合作。

EU expert sharing on disinformation and media literacy
A delegation of EU experts on disinformation and media literacy visited the European Studies Institutes at Wenzao Ursuline University on March 29th, 2023, and held an expert sharing session with faculty and students. The delegation led by Marcin Jerzewski, Head of the Taiwan Office of the Czech think-tank European Centre for Values and Security Policy (ECVSP) was welcomed by the Chair of the European Studies Institute, Dr. Armin Ibitz.
The event aimed at deepening the understanding between the EU and Taiwan and evaluating measures to address the political and social challenges provided by disinformation and underdeveloped media literacy skills. The discussants shared their views on the growing problem of disinformation and authoritarian malicious propaganda in recent years and how to bring forward countermeasures. They further elaborated on how disinformation has influenced public opinion and stirred up political and social stability across Europe, as well as the importance of fact-checking and the impact of disinformation at this critical time due to the ongoing war between Russia and Ukraine. 
A member of the delegation from Ukraine presented a handbook on the Ukrainian experience in fighting disinformation during the war, which is intended to serve as a reference for other countries, such as Taiwan. A Ukrainian flag with messages from soldiers out of the conflict zone was presented to the Wenzao Institute of European Studies as a symbol of the willingness to share the resilience and fortitude of Ukraine with our students and faculty.
The delegation members willingly answered many questions on various realms, such as how media literacy can be raised across the ages of the population, and how to improve the media literacy of senior citizens in addition to media literacy education for students. The session also touched on the issue of Chinese influence and its impact on European campuses and universities.
Participants raised questions on the spread of fake news and disinformation due to the emerging role of emerging artificial intelligence tools. How the development of AI technology can help and hinder the spread of fake news and information led to a lively discussion. 
The event clearly showed that efforts must be increase to counter disinformation and raise media literacy not only in Europe but also in Taiwan.
